Councilors are also set to consider more cannabis regulations

The Roswell City Council will conduct hearings on a condemnation appeal and a proposed ordinance amending its new cannabis code when it meets Thursday evening.

The meeting will be at 6 p.m. Thursday in Meeting Room A of the Roswell Convention and Civic Center, 912 N. Main. Due to state health orders, the public is encouraged to attend electronically. The meeting will be livestreamed on the city’s YouTube channel. Those wanting to participate electronically can do so through GoToMeeting virtual meeting software.

The first hearing will be to consider and vote on an appeal of the condemnation of property at 35 Brown Place. The property was included in a resolution the council passed in its Aug. 12 meeting condemning six structures.

Owner Christopher Salcedo requested the appeal in a letter dated Aug. 25, explaining an arson investigation at the property is still an ongoing investigation. Salcedo wrote the property has had the roof replaced and other work.

The second hearing and vote will be on a proposed ordinance amending the city’s cannabis codes that it adopted in August. The amendment would outline the process of reviewing applications for cannabis-related projects in the city, starting with the pre-application review with the Community Development Department, consideration for recommendation by the Planning and Zoning Commission and final hearing and approval by the full city council.

Other items scheduled for discussion and vote by the council include the following:

• A resolution formally opposing President Joe Biden’s executive order to set aside 30% of U.S. lands and waters by 2030, known as the 30×30 program.

• A resolution creating the Municipal Infrastructure Reimbursement Program, which would offer assistance in new housing developments.

• A resolution supporting agreements with the New Mexico Department of Transportation for several street projects.

• Prohibiting parking on a portion of Mississippi Avenue to use as a connection between Spring River Trail and the trails at Cielo Grande Recreation Area.

• A resolution accepting a deed of release of 13 acres at the Roswell Air Center for sale to Ergon Asphalt & Emulsions.

• Accepting collective bargaining agreements with the Roswell Police Officers Association and the Utility Workers Union of America.

• Approving funding for the repair and resurfacing of the tennis and basketball courts at Cahoon Park.

• Approval of $396,000 for security upgrades and a building purchase at the air center.

• Selection of streets for the $500,000 residential street improvement program.

• Approval of the mayor’s recommendations of Richard L. Gutierrez to the Planning and Zoning Commission and Jake Trujillo to the South Park Cemetery Board. A proclamation for Trujillo will also be issued in honor of his service in playing taps at the cemetery for more than 20 years.

• Approval to spend up to $120,000 for vendor agreements for the Roswell Convention Center.

Also at Thursday’s meeting, the council will hear presentations on a new organizational structure for the Parks Department and the evolution of the Public Affairs Department with the creation of the We Believe Studios.

Items on the consent agenda include ratification of $201,572 in emergency waterline repairs on Mescalero Avenue, purchase orders for street pavement maintenance and striping, and repairs to the bank of the Hondo River.
