Oroville City Council to hear third alternative for Oroville fire protection on Tuesday - Chico Enterprise-Record

OROVILLE — After hearing both a fire service contract with Cal Fire-Butte County as well as a growth plan submitted by Oroville Fire Department, the Oroville City Council will hear a third alternative plan for increased fire protection services in Oroville.

A staff report from City Administrator Bill LaGrone to the councilors states the alternative plan includes compensating Cal Fire-Butte County for services in the Thermalito area of Oroville, consolidating dispatch services, adding community-based software as well as adding a reserve and volunteer firefighter program. The report added that the plan may help reduce the number of homeowner insurance policy cancellations by reducing Oroville’s Insurance Services Office rating from three to two.

If the councilor approves the plan Oroville would pay Cal Fire-Butte County $537,000 per year for non-city calls and dispatch services would be transferred back to Cal Fire-Butte County, with the intention of reducing delivery of service times.

The implementation of an 18-person reserve and volunteers would bring Oroville to 36 total firefighters and would cost the city $190,000 for the first year, with future costs to be determined by the number of volunteer members and cost of personal protective equipment needed.

Also during regular business city councilors will consider the removal of the current “Old Time Fiddlers” mural located on the eastern wall of the Oroville Convention Center. The Oroville Convention Center will be repainted in late July and if approved staff will coordinate with the Arts Commission to repaint a new mural and dedication of the Old Time Fiddlers plaque.

Public hearing

At 5:15 p.m. the city council will hear the appeal of an April 22 decision of the planning commission to reject a conditional use permit for an off premise outdoor advertising structure located at 2775 Feather River Boulevard in Oroville. Staff is recommending councilors approve the appeal and instead use a minor use permit for a new 35-foot high, 12-by-24 foot double-sided off premise outdoor advertising structure at the Feather River Boulevard location.

Staff also added it is suggesting councilors overturn the rejection while adopting the notice of exemption as the appropriate level of environmental review.

Consent calendar

The following items will be reviewed by the Oroville City Council before the meeting. The council may choose to pull any of the items and review it on an individual basis.

  • Councilors will consider a side letter agreement between the city and the Oroville Firefighter’s Association, the Oroville City Employee’s Association, the Oroville Management Association, the Oroville Police Officer’s  Association both sworn and non-sworn and the Oroville Public Safety Mid-Management Association regarding an increase in Oroville’s contribution towards medical insurance.
  • The council will consider the staff recommendation of accepting the Homeland Security Grant Program for Federal Fiscal Year 2020 funds to purchase two mobile radios for the Oroville Fire Department. The money will come through the Butte County Office of Emergency Management and the city will add $2,000 to purchase a third radio.
  • Councilors will receive information from staff regarding a map of recent pavement rehabilitation projects that was requested at a June 15 meeting. The projects have a timeline of the years 2019-2023.
  • City councilors will consider a memorandum of understanding with the Oroville City Elementary School District for a full time school resource officer from August 2021 until June 2022.
