OROVILLE — Back in December, the City of Oroville adopted a resolution to transition from at-large elections to by-district elections to comply with the California Voters Rights Act. Since initiating the process, the city has held three public hearings to receive information and gather public input regarding district maps.
The Oroville City Council will hold a fourth public hearing during its City Council meeting at 4 p.m. Tuesday. Prior to the hearing, a workshop will take place from 9 a.m.-3:45 p.m. during which citizens will meet one-on-one virtually with a demographer to develop a map utilizing state criteria. All maps submitted prior to this workshop and maps created at the workshop will be presented to the council during the public hearing.

As part of regular business, the council will consider amending the previously approved participation match for the Cal OES 130 Hazard Mitigation Grant Program.
The City of Oroville is requesting $1,812,216 with a 25 percent matching requirement in the amount of $604,072.00 to fund eight temporary positions for a term of 36 months in the planning, building and code enforcement departments.
The council will also consider filing an Active Transportation Program Cycle 5 application with the California Department of Transportation. This would be in partnership with the Oroville City Elementary School District to construct the Foothill Boulevard Safe Routes to School Project, and direct staff to work with Green DOT Transportation Solutions to implement the grant if awarded.
Lastly, the council will consider authorizing the expenditure of funds for the purchase of one Ford F-150 Command Vehicle and one Ford F-250 Utility Vehicle.
Other agenda items:
- Consideration of a Sub-Recipient Agreement with the Oroville Hope Center to provide services to the Homeless and people in need in Oroville. The assistance would be a forgivable loan in the amount of a $95,342 through the Coronavirus Response Round 1 Community Development Block Grant Application (CDBG-CV1).
- Consideration and adoption of the revised master salary schedule.
- Consideration and adoption of the side letter agreement between the City of Oroville and the Oroville Police Officer’s Association Non-Sworn Unit (OPOA-NS).

First, by emailing comments by 2:30 p.m. Tuesday to publiccomment@cityoforoville.org. Seconds, to stand outside the council chambers and speak during public comment sections into a microphone. Third, by joining the meeting virtually via Microsoft Teams Meeting. The City Clerk will let participants into the meeting from the virtual lobby once the closed session has ended and before the open session begins.
