Loveland’s City Council will follow up with Platte River Power Authority general manager and CEO Jason Frisbie on Tuesday regarding the authority’s decision to close the coal-fired Rawhide Unit 1 by 2030.
On June 23, a group of councilors including Don Overcash and Dave Clark of Ward IV and Steve Olson of Ward III questioned what Overcash described as a hasty decision by the authority to shut down the coal-fired generator at the Rawhide Energy Station north of Fort Collins.
They also criticized the way the news of the closure was communicated by PRPA and the council’s liaison to its governing board, Mayor Jacki Marsh, with some saying they only learned about it later through newspaper coverage.
In a press release sent June 16, the authority announced that Rawhide Unit 1 would be shut down 16 years before its planned retirement date to help PRPA meet state regulatory benchmarks as well as an internal commitment to move away from carbon-based energy sources.
A document shared with the council by Loveland Water and Power director Joe Bernosky indicated that most of the board supported the move, though the final call to close the station was made without a board vote.
PRPA spokesman Steve Roalstad said the move was discussed during a prior executive session, which board members would have been legally prevented from discussing, and Bernosky also said that members were asked to hold off on publicizing the closure until after the news was broken to station workers.
Frisbie’s presentation will include timelines of how the decision to close the generator was made and explain why the closure was announced 10 years in advance.
One slide also states that the nine “caveats” of PRPA’s Resource Diversification Policy — which the council voted to support in 2018 as steps to be taken before the authority reaches its renewable energy goal — are currently being addressed.
Also on Tuesday, among other agenda items, the council will:
- Take its first vote on the language of a mixed 1% sales tax hike ballot item that could come before voters this fall.
- Have the chance to sign off on federal CARES Act dollars destined for the Northern Colorado Regional Airport.
- Vote on a proposed procedure for citizens to report violations of the campaign finance rules contained in Article 17 of the Loveland City Charter.

The meeting is scheduled to start at 6 p.m. Members of the public who want to comment during the meeting may call 669-900-6833 any time after 5:45 p.m.
While City Hall reopened to the public last month, ongoing concerns about gathering limits mean the building will be closed during the meeting, and in-person comments won’t be allowed.
When prompted, callers should enter the meeting identification number, 912 6393 2074, followed by the # key and press the # key when asked for a participant ID.
Callers will be automatically muted and placed on hold. When a public comment period is announced that a caller wants to participate in, they should press *9 and wait to be unmuted.
