The Fulton City Council will hear a presentation on the proposed Carver School senior apartments during its regular meeting Tuesday night.
The meeting starts at 6:30 p.m. in council chambers in the upper level of Fulton City Hall (18 E. 4th St.).
Council members will also receive an update on the city’s Smart Grid system.
The council will hear the third reading of an ordinance that would amend Chapter 94 of Fulton’s city code by repealing certain sections pertaining to recycling and yard waste, replacing them with new sections and establishing an effective date.
According to the amended ordinance, the city plans to increase the rental fee for recycling carts from $1 to $2 a month, while all recyclables must be placed inside the carts to be picked up. Recyclables will not be collected or accepted from any customer who does not pay for and use the city- issued recycling carts.
If the third reading of the ordinance is approved, it would then go to a vote of council members.
The changes — if passed — will be implemented July 1.
The council on Tuesday night will also hear the second reading of an ordinance that would approve the withdrawal of the city of Creal Springs in Williamson County, Illinois, and the village of Tamms in Alexander County, Illinois, as members of the Interstate Municipal Gas Agency, which includes Fulton. It would also authorize the execution of a supplement to the agreement establishing the agency.
Council members will hear the first reading of three ordinances that pertain to zoning. The first would reclassify a tract of land located at 1205 Old Jefferson City Road in Fulton — from C-3 planned commercial to C-2 commercial — and establish an effective date.
The second ordinance would reclassify a tract of land located at 1140 U.S. 54 in Fulton — from C-3 planned commercial to C-2 commercial — and establish an effective date.
The third would amend Appendix A, Section 4, on zoning in the city code, repealing certain regulations and enacting news ones, while establishing an effective date.
The council will also consider three resolutions. The first would authorize Fulton Mayor Lowe Cannell to sign all necessary documents relating to a contract with Missouri Petroleum Products Co., LLC, in St. Louis to provide aggregate sealcoat services.
The second resolution would authorize Cannell to sign all necessary documents relating to a settlement of litigation with Thomas Barker. The third would be in support of the Carver School Apartments, a proposed development for senior citizens.
Under the consent agenda, council members will consider the reappointment of Harold Siebert to the Fulton Housing Authority Commission for a four-year term expiring in May 2025.
Council meetings are open to the public and are also livestreamed at fultonmo.org and on the city’s YouTube channel.
