CHEYENNE, Wyo. (RELEASE) - Casper City Council is working on changes to Casper’s parking ordinance.  The second of three readings will occur at the May 4th Casper City Council Meeting. 

Council is considering the modification of several different parking regulations and restrictions as well as modifying and establishing application fees, permit fees, and fine schedules.  One of the changes includes allowing parkway parking on 12th and 13th Streets between CY Avenue and McKinley Street.  The parkway is the strip of land between the street and sidewalk.

“To make it convenient for citizens to voice their opinions on the proposed parking ordinance amendments, an online input form has been opened on Casper’s website at www.casperwy.gov,” said Casper Mayor Steven K. Freel.  In addition to the online form, the City of Casper takes citizen input in several ways.  Citizens can:

· Attend a meeting and speak during the public hearing part of the meeting for the ordinance.

· Schedule a call-in for the public hearing part of the meeting.  Citizens may call 307-235-8272 from 8 a.m. to 5 p.m. on Monday before the Council meeting or 8 a.m. to noon on Tuesday, the meeting day.  Staff will provide citizens with a link or phone number to access the meeting.

· Provide email comments to councilcomments@casperwy.gov.

Freel went on to explain there are two parts to Casper’s parking ordinance: the ordinance itself and the parking manual referenced in the ordinance.  An ordinance change amends the ordinance in the Casper Municipal Code.  It requires readings at three separate Council meetings.  The parking manual establishes application and permit fees as well as fine schedules pertaining to parking.  Changes to the parking manual are made by passing a resolution.  Resolutions only require one reading.  “We scheduled the resolution updating the parking manual on the same night as the third and final reading of the parking ordinance, which we expect will be May 18, 2021,” reported Freel.  In that way, the ordinance and manual will contain the same language from the Municipal Code. 

Both the ordinance with the redlined proposed changes and the proposed parking manual are available on the City of Casper website.
