CHICO — The first regular Chico City Council meeting of July will involve discussion of the deadline for approving a number of housing and election measures.
At this meeting, the council must move to approve proposed election measures for the Nov. 3 ballot, establishing district-based election of councilors and to eliminate age restrictions on candidates for councilors.
First, the council is set to adopt an ordinance amending Title 19 regarding accessory dwelling unit regulations for consistency with state law passed Jan. 1. These new regulations limit the ability of local jurisdictions to issue discretionary approvals, increase allowances and define standards for these units.
A report from Councilor Randall Stone will also discuss findings of the Housing Committee regarding recommended inclusionary zoning and how to accomplish this within the city.
The council will also hold several public hearings, first for a proposed amendment to the updated Local Hazard Mitigation Plan, first presented at the June 9 meeting.
City Manager Mark Orme has asked for the adoption of resolutions to modify the pay and benefit provisions to the Chico Public Safety Association and the Chico Battalion Chief.
Principal Planner Bruce Ambo will present updating the municipal code regarding foothill development permits, to be aligned with Chico practices for minor projects to be exempt from the foothill development permit requirement, while larger projects would continue to be reviewed for conformance.
Public Works Director Erik Gustafson has recommended the council authorize Orme to execute a contract with PG&E to complete the first phase for the Sustainable Solutions Turnkey program to complete Investment Grade Audits and identify deep energy saving projects, as part of the Climate Action Plan.
The council must also decide whether to continue the suspension of downtown parking fees to mid-August during the emergency shutdown order, in light of “recent negative impacts” presented by Assistant City Manager Chris Constantin as businesses have reopened downtown. A franchise agreement for possibly keeping the Chico Certified Farmer’s Market at its downtown location as an “evergeen” term must also be discussed for a public hearing to likely take place August 4.
Other measures to adopt include:
- Committing $400,000 from Emergency Reserves for a disaster loan loss reserve fund and authorize Orme to execute establishment of a disaster loan loss reserve program with 3CORE;
- Cost report for 2020 weed abatement program;
- Findings of annual fire inspections report;
- Authorizing sewer assessments for 2687 & 2691 White Avenue;
- Team Chico partnership with Chico City of Commerce, for expansion and approval of long-term initiatives.
The regular meeting will take place 6 p.m. Tuesday at 421 Main Street in the Chico City Council Chambers.
