READING, Pa. - The Reading School Board on Wednesday learned that it will be presented next week with plans from the administration on how it will reopen schools and return to play for athletics.

Although the board will be asked to approve a return-to-play plan at its June 24 meeting, Superintendent Khalid Mumin said that doesn't mean the district is placing athletics over academics.

"PIAA (Pennsylvania Interscholastic Athletic Association) has been out in front of the return-to-sports initiative, and the starting pistol sounds on June 26 for return to play," Mumin said. 

Allen McCloud, director of athletics, said the district's plan for athletics will be ready for board members on Friday.

"We're really a 12- to 10-month program, and we will need board approval next week for us to get started," McCloud said.

Mumin said he will also be presenting a health and safety plan for how the district will deal with in-person instruction in both the yellow and green phases of the state's COVID-19 reopening plan.

Mumin said that although the state has offered recommendations for reopening, actual plans have to be determined by each school district.

"One of the major issues and sticking points is that no one in the county seems to have a plan for transportation and how to implement social distancing around the lunch periods," Mumin said.

Mumin said options for face-to-face instruction during the yellow phase, which Berks County entered earlier this month, could include a hybrid of in-person and online learning or staggered schedules.

Also during the committee-of-the-whole meeting, Wayne Gehris, the district's chief financial officer, said there have been no significant changes to the proposed final 2020-21 budget, which the board is scheduled to adopt next week.

Last month, the board approved a proposed final $308 million spending plan that does not include a tax increase.

If adopted next week, the tax rate would be maintained at 17.93 mills, meaning that a property owner would continue to pay $1,793 for a property assessed at $100,000

Gehris noted that the district has received a $1.37 million state health and safety grant, originating from the federal pandemic-related CARES Act. He said the grant is to be used to offset the costs of any remediation made to buildings because of COVID-19.

Next week, the board will also be asked to approve the 2020-21 budget for the Reading Muhlenberg Career & Technology Center.

Gehris said the total budget is $15.7 million, of which the district's share is $5.46 million, a decrease of $37,075 from this year.

Prior to the committee-of-the-whole meeting, the board held a brief special meeting, during which members voted 8-0 to name Ashley Jones, a city social worker, to fill the unexpired term of Jean Kelleher. The term will last until December 2021.

The board accepted Kelleher's resignation last month because she moved out of the district.

Last week, the board held two separate virtual meetings to interview several candidates for the position.
