CHICO — The Chico City Council will complete hiring a new city attorney and review multiple financial and improvement items Tuesday night.
The council voted 5-2 in closed session on Feb. 2 to dismiss Andrew Jared from his role as City Attorney and move forward with a new attorney and law firm. On Tuesday, the council is finalizing retaining Alvarez-Glasman & Colvin for City Attorney services, leaving the Colantuono,Highsmith & Whatley, PC agreement and signing a contract with former city attorney Vincent Ewing.
Financials
Administrative Services Director Scott Dowell will give a five-year projection review on the revenues and expenses for the General and Park Funds.
City Manager Mark Orme also recommended the council review and consider new information related to commercial cannabis revenue-generating models and fees and give further direction for staff’s next steps in the process.
After an appeal of the Planning Commission’s approval of a multi-family residential development in the Office Residential zone district, the council will review a public hearing on the matter. The site is located at the southwest corner of Greenfield Drive at The Esplanade and is reported as categorically exempt from review under the California Environmental Quality Act.
After the March 3, 2020 decision to have the Bidwell Park & Playground Commission develop an implementation plan outlining parking fee collection and enforcement measures for vehicles in Bidwell Park, staff contracted with Dixon Resources Service to develop an implementation plan for upper Bidwell Park. The council is asked to accept this plan for use in conjunction with the Upper Park Road reconstruction project and approve allocating $108,000 for technology and equipment.
Councilor requests
Former Councilor Karl Ory asked that his request regarding a cardroom in the downtown area be delayed until after Jan. 1 and Vice Mayor Kasey Reynolds has requested reopening the discussion. Reynolds also asked to discuss a review of the Chico Municipal Codes related to code enforcement.
Mayor Andrew Coolidge’s request to discuss a sales tax measure for police and fire and bond for road improvements will be reviewed.
Councilor Kami Denlay also requested to discuss making the Greater Chico Homeless Task Force an official city commission.
Other business
- After Bidwell Park and Playground Commission Policy Advisory Committee considered a proposal from Dick Cory to designate Teichert Ponds as “Peace Park” in February 2020, the Committee recommended that the name be changed to “Peace Ponds Nature Area.” The council will consider this name change;
- Biennial Recruitment of potential members to serve on the city of Chico’s board and commissions has completed and the council will review all applications. The City Clerk recommends the council set a special meeting at 6 p.m. Feb. 23 or on a different date identified by the council.
The meeting will begin at 6 p.m. Tuesday at City Council Chambers at 421 Main Street in Chico. Public attendance in person is not possible at this time, so the meeting can be viewed online through the city’s Granicus viewer.
